Right, I'm thinking either Changelings (loyalists nicking people for some True Fae), some sort of Atlantean mage thing, or maybe that big sea monster thing from Predators.

Nobody knows. They keep finding places that might be it all over the place, but considering it was at the epicentre of the Ladder debacle the answer could literally be "Everywhere and Nowhere". It might have even gotten retconned out of existence.

IRL the myths usually put it somewhere in the Atlantic Ocean. Hence the name, I guess.

Course, now I'm starting to think ghosts might also be involved.

Maybe Mage ghosts. They're a thing.

Yeah, they show up in the Mage core. I forget the exact mechanics but they can still cast spells and stuff.

They're nasty buggers from what I recall. Since, you know, they're Ghosts with access to Arcana. Not a lot, but Twilight shifting a whole cruise liner isn't outside the realm of possibility.

Dude, it's a Ghost that has access to the Death Arcana.

It's a Ghost that can empower itself.

Mage ghosts? Ocean liner? Twilight phasing? This sounds like a great idea for delving into the Ocean of Fragments.

Short version: Ghosts go to the Underworld. The longer they stay there, the deeper they get drawn into it. Very, very deep in the Underworld, possibly even the very bottom, is the Ocean of Fragments. As you bathe/drown in the waters of the ocean you slowly lose your memories, in a very physical way. Lost memories literally fall out of you in sorts of bubbles (those would be the Fragments) that can be touched, carried around, absorbed and read. As you lose more memories you sink deeper where you lose more vital memories like your name and the feeling of hope. You can swim out, but it is damned hard. No one who goes all the way down ever comes back up, so impossible to say if there's anything beneath it beyond the Abyss.

Guarding the Ocean is the leviathan, an impossibly huge sea monster that mostly keeps people knocked out of any boats they try to sail around on. Except for the one which it permits.

The Oo F is a good place for characters, especially Mages and Sin-Eaters, to find otherwise unobtainable information in the form of memories directly from the long dead people who knew it. Of course there's lots of places like that in the Underworld, but this one allows for nautical adventures with skeleton pirate ghosts.

Presumably some irresponsible Archmaster opened a goddamn Iris between it and some random bit of ocean for some unknown reason.

Well, Mages can use the Death Arcana to influence Kerberoi. Normally you wouldn't let them do anything to the leviathan since it's supposed to be god-like and has no stats, but it wouldn't be unreasonable to maybe pacify it temporarily so it doesn't attack your ship. Or possibly alter the Old Laws so that the only ship allowed to sail the Ocean is the one you're on. With a floating boat and no interference from the Kerberos the Ocean of Fragments becomes a juicy opportunity. What's that stereotypical price for a Goblin Contract? A memory of a summer's day? What happens when you have access to a near limitless supply of memories of summer days? And that's not even getting into the value raw memories would have to Kindred, Demons, Mummies... selling every sensation of being human to a Promethean!

And that's on top of the mundane benefit of having a bottomless pit you can just chuck anyone who needs to disappear into. Technically without killing them, in case your Karma Meter would ding from that.

Ooh, that's wonderful. Also, the Ocean has memories that don't exist anywhere else in the Underworld.

Like perhaps those of the first Ghost Mages, from Atlantean times?
