Yume Nikki is not exactly horror (nor is it online - it's downloadable freeware), but it is very intimately psychological and surreal.
Knytt Stories has the stories The Machine, A Strange Dream, and An Underwater Adventure, all of which have horror elements in places but especially An Underwater Adventure. There's also It Waits, which is a fanmade story by Eric Colossal which you can search for here.
You may also enjoy Gretel And Hansel, Closure, or (a bit more loosely) The Majesty Of Colors.
Oh, and Trilbys Notes. (You don't really need to play any of the other games in the series.)

It's a pretty creative idea for a ROM hack like this. It's playable only upto Labyrinth Zone though...
