I imagine it's a matter of hitting the correct spot with not-too-strong-but-not-too-weak force such that the force distrubtion results in macroscopically "perfect" splitting (microscopic level is another story altogether). Arrow heads are pretty much flat, you know, so as long as the arrow hits such that the flat edges are vertically oriented, it should be theoretically possible.

As for Mandy, I dare to say she's a competent enough combatant to be even against the other underworld people. And if that fails, she's got Grim on her leash anyway.
grahSure she can mow down tons of minions and stomp on handpicked assassins but if she has reason to go one-on-one with the likes of Him or Aku (or Mimi or Chi for that matter) without Grim's assistance would it turn out as well? Minnie and Junior have gotten their share of beatdowns already.

Trump delenda estWell, he had to have had a lot of balls to even think of screwing with Mandy in any way — and not just once, but twice, and within a very short time frame too. And he did actually involve himself personally the first time around (confronting Junior); he's using the second time to punish his "daughter" Her for failing him, with Mandy being a convenient target. Besides, sending Her to do the dirty work can be easily taken as implying that Mandy is, in Him's opinion, not worth wasting his time and dirtying his hands with Mandy's blood by doing it personally — i.e. he looks down upon her. That's a double insult.
Fiat iustitia, et pereat mundus.I don't think any of the three big players would face each other in person except as an absolute last resort but once Mandy successfully brings down the dance floor one of more of her rivals might have to choose between an old fashioned eldritch blastdown and defeat with humiliation. What then? Grim seems a bit too much of the diplomatic type to just stomp her foes for her.
