No seriously. He came so damned close to winning, and all because he was able to be subtle. He fooled Anna, was able to talk down Elsa from killing two goons, actually took care of the people while both were gone, and while some things were just luck, he rolled with every change of the dice beautifully.
He would have won if not for one single act by Anna that caused everything he'd done to collapse under him. He was even smart enough not to kill Elsa right away (and not only because of her closeness to Anna) until he knew if it would stop the winter or not.
In fact, his one mistake was not trying to kiss Anna anyway (so as to give reasonable doubt that he didn't try to save her) and confessing his real plan (but considering she was seconds away from dying, he had no way of knowing that would trip him up.
Some bad guys have power; some have brains, but Hans had patience, waiting for the right moment to strike, and it damn near won him the whole game, with no one the wiser to what he'd done.
I rather regret that I went into the movie knowing he was the real villain actually. It was a nifty twist.
