STALKER and Fallout 3/New Vegas have some things in common but they're still very different games. Neither Bethesda or Obsidian would be suited to making a STALKER game, IMO. (Or any American developer, for that matter)
How about Bohemia Interactive? I had the impression that Stalker tried to be too much like Operation Flashpoint/ARMA anyway.

Actually, I kinda want to see a BI made Stalker. I totally sucked at OFP and the realistic mechanics gave me some trouble in Stalker, but I find that realistic approach interesting.
