Harper trying to dial down the Health Council of Canada looks an awful lot like a "Provinces rights" thing. Someone needs to go to Harper and explain that Canada and the US are different countries with different cultures and attitudes. Also, saving 6 million isn't that great, when the "Harper Government" paid 20 million to rent those pandas in Toronto. Priorities people? The pandas are cute, but a consistent standard for healthcare is a lot more important.
Also, It just makes sense, because it was going to expire next year anyway, says spokesman. No...this is the type of thing where when it runs out, you look at what it's done, and if it's done well, you renew it and up the budget a little to keep with inflation. You don't automatically drop anything that runs out. Although the "Harper Government" has done that a couple times already.

Because of the insane amount of bureaucracy that followed Harper's confusing decision to cut healthcare to some people based on their refugee or immigration status, it was easier for provinces to simply just give healthcare to everyone.
Tory Citizenship and Immigration Minister has publicly lambasted Ontario for the decision to provide healthcare to all people living in the province. Ontario's decision is significant since the majority of those affected live in Ontario. Ontario's Liberal government intends to continue sending the bill to Ottawa and refuses to absorb the cost.
Harper's numbers have really taken a beating and they aren't recovering.

Well it could be that half that 32 percent are people who just don't know what to think of it and half that outright trust Harper. I haven't seen the stats, but that I can see the journalist lumping the last two groups together. Still a lot of people who have trust in Harper.
And there will be a certain portion of the population that will always support (if not vote for) a certain party.
But I think the big issue for Harper is that the public perception of him, independent of any single scandal that can be forgotten, has soured significantly.

Justin Trudeau just removed every single Liberal senator from his caucus. While its clearly a political move I really don't know what to think of it. Though if it dials down the levels of Senatorial partisanship its a great move.

He was already set to win a minority, it only took a few ridings to push him into majority levels. And robocalls won't help him if his numbers don't improve.

His majority mostly came because the official opposition party wasn't opposing as well as it historically has done. Trudeau has what is basically a political brand name and is better at working the crowd and providing rebuttals than Ignatieff ever was.

Quebec takes in a lot more money than it gives to the government. They can't afford becoming a sovereign nation, especially since the rest of Canada would probably demand that Quebec completely separate, in that, they would have to give up any benefits being part of Canada would give them.
