Misuse/Repair: No Export For You

There are many examples of No Export for You being used by people when a work isn't released in an contributor's locale. Using video games as an example, the most blatant offenders are potholes under "Japan-only" and "never released in America". Correcting this isn't as easy as far as I can see...

Let's say Contributor A thinks a work did not get an export in his region may be legitimately correct or only thinks so due to a combination of Fan Myopia and Did Not Do The Research. In the case of the latter, Contributor B comes and corrects it by removing it since there is an explanation for the lack of export. Contributor C, like Contributor A, does not know why there isn't an export and adds No Export for You back. Thus, a horrid cycle is set in motion. Adding an explanation to a No Export for You entry in the work would stop the cycle. But the number of entries that would require such may likely necessitate a change in No Export for You.

Any suggestions?

Give edit reasons and leave in-page comments when removing examples. Like, "this is in your country, you just have to go to this distributor instead". In my opinion, it is a good beginning strategy, considering that the problem here is not misuse of the trope proper but misinformation about the instances where it happens.
