Err, no, it's not about that. The trope is about characters that are wacky for the sake of being wacky because that's what chaotic means in their Personal Dictionary. None of what you're talking about is the trope. The image shows it great.

This trope is about people who are stupid because they think they can do whatever they want, often with grave consequences. The image does not demonstrate that trope.
