Well there's you're answer: no machine guns! Without those, all the soldiers have are rifles, shotguns, handguns, and blades. And none of the firearms can really reload very quickly. They get zerg-rushed.

They'll probably still have the Maxim Gun. Unfortunately, the Macim Gun can't aim that well and its most effective use was as a psychological weapon...

For my World War I-era Zombie Apocalypse idea, the first publicized Zombie outbreak would occur in Delhi, approximately a year after it begins in China. The main Yonkers-equivalent will be fought in the city of Palwal
about an hour south of New Delhi. Now, the big question is how to make the Battle of Palwal a complete and utter failure, like the Battle of Yonkers is in World War Z. Mind you, Flamethrowers were German only at this point, and Machine Guns will only be invented in World War I, although the Maxim Gun is still used.
