My guess is because the same hardware change that's affecting the forums is affecting them as well.

From what I've so far seen, an announcement isn't needed. Apparently tropers have a sixth sense that tells them to randomly click the forum button (that's how several people, me included, learned the fora were back up).

Apparently a quicker way to do it was smacking the servers twice instead of once.
