Hermits? Definitely. Sure, every hermit is a martial arts master (totally need to YKTTW that), but that's only from a meta perspective. Any sane person in-universe would assume the random hermit is just a crazy homeless man.
Sure, the king and the swordsman don't count in that example, but the rest are fine.
I'd say the general and the "second-most powerful non-Avatar Waterbender" shouldn't count either. Both of them are going to have decent status, by reputation at least.
...if you don’t love you’re dead, and if you do, they’ll kill you for it.I'd say the tea shop owner is as well. The example in question is an Illuminati-like organization that's totally badass. Unless said tea shop is the equivalent of a five-star restaurant with multiple locations, or the guy who owns it basically owns half the fine dining establishments in a large locale (kind of like how Rich Garces apparently owns half the restaurants in Philadelphia... okay, not quite that ridiculous, but the man owns a ton of top restaurants in a single city), I think he qualifies for the trope too.
Reminder: Offscreen Villainy does not count towards Complete Monster. There's nothing about the tea shop owner that has anything to do with this trope. He OWNS the tea shop, so he doesn't count there. And the backroom stuff doesn't fit either because he doesn't have the right position in that organization either. This trope isn't "mundane person has a cool second life."
Reality is that, which when you stop believing in it, doesn't go away. -Philip K. DickSeconded. This trope is about the lowest ranking person in the organization actually being the most capable in the organization. Tea Shop owners don't count. A man regarded as 'master' of martial arts doesn't count either. Hermits only count if they are unknown. The deserter in Avatar the Last Airbender was legendary for being the first to desert from the Fire Nation.
Almighty Janitor is about a character who is highly capable, despite their lowly job. But how awesome, and how lowly do you have to be?
Recently the following was cut from Almighty Janitor:
It seems only fair to allow gardeners and garbagemen into the "Janitor" category, but what about hermits and tea shop owners?
