I don't watch the show, but it seems pretty obvious—the woman on the right is evil, and she looks it. The woman on the right is her minion, and she is smiling and acting goofy. The leader bet her she couldn't do whatever gymnastic trick she's doing, and she lost. Seems pretty clear to me.
However, better could be done. Harley Quinn would be an iconic example, but I'm not finding a good picture for it.
But what does the bet have to do with the trope? It seems like an unnecessary implication.
Also, I'm not familiar with quasi-ancient chinese dress codes so I can't tell if the woman on the right is a higher rank, or just a fancy dresser.
It appears to be fanart and a bet.
The girl on the right has Shouldpads Of Doom. I'll check the history to see if we've got someone pimping art though.

I don't know. I built that composite three times, three different ways, and every time the bottom two panel came out blurry in the composite even though they're sharp in the original.

(Also, the examples are all subversions: Bang isn't really perky in the normal sense of the trope- she's only perky when she gets to kill, maim, or destroy. The other girl is only perky because she gets a Mindwipe every year as her birthday present).
The current one expresses the trope in a single image without text, and is a straight example.

I think Girl Genius might be subject to Entry Pimping right now. Almost every image picking I look into seems to have a suggestion from that series. I'm not saying it's wrong that they're just SUGGESTING them for images, but I still seem to come across it quite often on pages.
Anyways, Excel Excel, from Excel Saga. She'll do anything for her Lord Illpalazzo... he's had to kill her numerous times because of how hyper-actively annoying she is.

I've deduced that it's from Avatar (as is the quote), but to me they just look like a Red Oni, Blue Oni pair settling some kind of bet. And what IS with the money anyway?
