It's probably best we wait till Prototype 2 actualy comes out before having this kind of discussion- then we can actually gauge Heller's powers. For what it's worth, between Alex and Cole, I think it would come down to whether or not Alex can close the distance for melee before Cole can fry him at range with his higher end powers. Up close, Alex is far stronger and seems far more resilient and would probably take Cole down- Cole's tough, but Alex can wreck a tank with a few hits from his blade.
However, if Cole can maintain his distance and blast away at Alex he could probably at least incapacitate him temporarily (like the nuke at the end of Protoype 1). If he can take down a Dr Manhattan expy, he can take down Alex.
Assuming Heller is of similar power to Mercer, then I would imagine a similar scenario.
In all seriousness, is there a thunderstorm happening at the time? Because I think if there was, Cole would at least have a shot.

No. Because Heller has biobombs and tendrils aside from the absurdedly sharp blade.
This would be Heller's finishing move.

One of the known battles in the Internet is Cole McGrath vs. Alex Mercer. I've been thinking of putting a battle between the old protagonist of inFamous vs. the new protagonist of Prototype 2.
