I'd recommend Monday Night Combat (especially as Tank/Gunner/Assault/Assassin for the agility) or Red Faction: Guerilla (Cause I ain't played the new one.)
Curse the ill fortune that led you to me.City Of Heroes opens the second tier of pool powers (where 'proper' flight resides) at level 14. Call it... huh. You know, I'm really not sure. Less than a week, for certain, if you play regularly. 6-10 hours, maybe? Somewhere in that range, anyhow.
Hover, which 'feels' about the speed of a brisk trot, opens up at level 6- if you can't achieve that in a few hours of playing, I'll be wondering what's up.
If you need a hand, give me a poke in-game (my playtimes are decidedly erratic, but I'm usually on there at least a few times a week)- I play on Guardian and Protector servers, usually (although Protector is quiet enough that I can't really recommend it- I mostly went there to play with friends), and my global handle is @Wall of Knight.
Free Fall Tournament is a TPS with jetpacks and face-paced aerial combat.

Warhammer 40k Space Marine comes to mind. I got it on sale for 7$, and it's very fun. IT doesn't have a jetpack all the time, but when you get one, you kick unholy amounts of ass.
You get it at level 15-ish, I think, and a slow hover ability earlier. I got to about level 13 during the 7-day trial, so that should give you an idea of how long it takes.
This was a few years ago now so it might be different these days, though.
