There are people who actually go out of their way to put filters on cleaned images to look like that.
And to "clean" something, just run it through photoshop or Gimp, grayscale it, and edit it with the "curves" tool. After you tweak the color curve a bit you can threshold it, since black/white uses less memory than grayscale.

I really want to learn to do digital art. But I'm not quite sure where to start
I'd say to start, buy a drawing tablet. I bought a Wacom Intuos tablet a couple years ago (I think for $72), and it still works like a charm, and it's pretty easy to use. I also use Medibang Paint, which works on my Mac, and it's for drawing. A similar choice is Fire Alpaca but I got used to Medibang's interface faster.

I'd start with getting a reference book of some sort about your favorite thing to draw. Those "how to" books are amazing. I browse them a lot when I'm in a bookstore, even when I can't afford to take them home.

I do a lot of traditional art, but I assume that diving in the exact same way with digital art might not be the best method

And because somebody comes along and says I can with effort: No, I can't. I have learning difficulties and any fine work involving the hands is impossible for me, hence writing was impossible and why I was given a grant to get an IBM PC years ago, and why I still have that PC now running a very early version of OS/2.

Solip - the one person I know like that for definite just calls themselves genderfluid because it encompasses it all without being too pedantic about it.
