I'm fine with the caption. I did, however, (and correct it if I'm wrong and/or violating protocol) change the Pothole from Godwin's Law to Hiroshima as a Unit of Measure. Any issues with that?

I think everything is fine. Now that we have the previous panel to show that Belkar loves the "cruel punishment" the caption doesn't have to explain the trope, instead it complements the explanation.
Also changing Godwin's Law for Hiroshima as a Unit of Measure was a change that was needed to be done as that is the trope being applied in the comic.
