The focus there is on small background noises being the only thing to be heard rather than there being no music (though obviously there isn't any music either), while Unnerving Silence puts the emphasis on there being no music, but mentions the small background noises as well.
Because this trope is Played for Horror when Quieter Than Silence is often played to make things peaceful and idyllic, or empty. Same cause, different outcomes.

DickHmm.. the description for Quieter Than Silence doesn't emphasise it as much as I thought it used to, but it does specifically say "This kind of silence always ends with a Scare Chord.", and quite a lot of the examples emphasise the Played for Horror nature of the trope.
Quieter Than Silence is definitely not to show things as peaceful or idyllic though - it's not just that there's only small background sounds, but only the small background sounds that are normally drowned out by foreground noise. It'd be the silence you get when the birds and animals are all staying silent rather than the silence you get because you're in an idyllic setting.
It looks like it could be a subtrope of Quieter Than Silence, but I don't think it's worth splitting. Voting for a merge.

It sounds like it's talkng specifically about using silence as a sort of Leitmotif for a character. Although even the 3 examples don't really agree on that.
