Yeah, bringing out the pro-reg heros is the best solution, since it brings the characters together.
Any explosion nearby should logically cause a backlash towards the source of the explosion, since that's the direction that the shrapnel and blast effects will be coming from.

- To allow this, he can also create retaliatory projectiles and a blade sheath around his battle stave out of thin air.
- Technically, he doesn't need to take the first hit full force, he can block it with his stave and it still counts.
- His counters act on automatic, with no concious control from him. This means they work even if he's already been knocked out by the initial blow.

But it might be a little unrealistic having him disappear every night or so, unless his mother has connections to the military, like knowing whoever is monitoring him, and taking them out for a drink. But it wouldn't work if the military is smart enough to have a lot of people watching the superheros at a time.
So, how much can I elaborate on Percy's mom? She'll be a recurring NPC.

Percy is reluctant, but he is required to registered, due to his cybernetic arm giving him super-level powers.
I could just remove the "working for the military" aspect and just have a parole officer drop by every week to check, with a few cameras here and there. He decides to become a vigilante, to find whoever blew up his school, since the bomber's idenity is unknown. This should present some conflict.
I'm just worry I might steal the spotlight, which is not good in a RP.
Trust me, you ain't gonna steal the spotlight.
Anyway, if you feel that's the way to go, do it. As long as you're registered and have a balanced character, I don't mind.

Figure the moonlight jaunts are going to generate some paperwork, but on the other hand they do have a deterrent effect on crime. Also, let's say the police are on a big case, all-hands-on-deck. Well, they do.
Conscription is a military term. Registering is a civil term. By registering, you're making yourself responsible for the acts you commit. Conscription, OTOH, is what allows the army to force people into being soldiers.
They're another branch of the police department, like the Lab Technician department or whatever.
Officially, they're the Supernormal Patrolling Response Investagatory Group (SPRIG for short :P). They have clerks who work towards doing paperwork for them.
The Supers also have a budget- usually in the realms of $1,000,000 a month. Any collateral damage they cause is taken out of their budget; if they cause over $1,000,000 in collateral damage over a month, they are to be confined and taken to a special place, like a quarry, where they use their powers to work for the government in hard work areas, paying their new debt off.
If they don't, they keep what's left of their budget for personal use at the end of the month.
If a situation calls for an all-hands-on-deck situation, one of multiple Supers are called in- Slipstream, Captain Patriot, etc etc. These are Supers who are known as 'veterans'- they know most of the other Supers around, they've fought multiple supervillains and have dealt with a wide variety of situations. They allocate which Supers are best-suited for the job, what they should do, and how to use them to their full effect.
After that, the Chief of Police takes command of the situation like normal.
