It amazes me how many times they've gone "We're done making this game" only to turn around and have a new update.

The three finest things in life are to splat your enemies, drive them from their turf, and hear their lamentations as their rank falls!I think it's gonna be awhile longer before the Lunar update comes out. Reason why I say that is because the latest patch is so far only making updates to the character models and animations as well as a few new biomes.
Like I noted they plan one last big update and inevitable patch(S). They do have a plan to finish with the game. As it is they could leave off the game and it would be fine.

That's doable. Dig into the dirt, leave a single-tile-wide layer of it above the work site, then when you have your Castle done you can blow that layer and let the water flood in. After a while of roaming the surface, your villagers should teleport in safely. Assuming they survive long enough against the onslaught of monsters. It might take a full day and night before they go to their rooms.
