Ms. Stout is not a Complete Monster.
She hasn't committed any atrocious acts. The worst it appears she's done is abuse the orphans, but hasn't gone so far as to kill them.

Some folks on the Internet think they're a special GIFT to the world, and others aren't. In this perspective, they're kind of right.Mrs. Stout is too mild to be a Complete Monster.
She loses her legal custody over the girls in the end, but is not really punished. I agree that she is a Complete Monster, however. Anyone who abuses a child (let alone a group of orphans) is a Complete Monster.

Just been reading the Disney category under Complete Monster. I've never watched The Search for Santa Paws, but would someone tell me whether Ms. Stout ever got any kind of comeuppance (Humiliation Conga at the very least) or just got away with everything?
