The protagonist, Luna finds her best friend, Lily about to get killed by a bounty hunter and buys her time so she can escape, at the cost of her own life. The problem is that Lily is a witch and in the world my story is set witches only need concentration to cast their spells. So how could she do that, exactly? Maybe if I change this for Taking the Bullet?

It's set in an steampunkish time, and both Lily and Luna are in their teens. Luna has some fighting training. I didn't decide which weapon the bounty hunter would use, but considering he's a fairly talented bounty hunter, maybe a gun?

Magic users are victims of fantastic racism. Unless the guy was a mage hunter and hunter of his own kind.

Maybe Lily is currently freaked out at the prospect of dying and/or losing her best friend, making it impossible for her to fully concentrate. Ever think of that?
