The same executives determine what games do and don't get greenlit. Darkstalers is in the same position as MML. It hasn't had a new iteration in several years, and it would be considered a huge risk to make it. Its a game that Inafune Ono has been pushing for a long time, and it entirely possible that it could happen, but it could go down the same road and I just don't want to build myself up for more disappointment.
Meh, Remember Me is basically God Hand's Custom combo system with Batman Arkahm Ctiy's Acrobatic gameplay with a cyber punk theme.
I'm game for it.

Its a customizable combo system, yes. From what I've seen though, its chaining certain attack types together instead of chaining specific attacks together.
You're right in that it hasn't had a new entry in several years, but I'm not too sure that it would be risky to put it out. People have obviously been clamoring for a new Darkstalkers, so there are already people who'd buy it in a heartbeat. And with the recent resurgence of supernatural fiction, it'd draw in those who like supernatural stuff, but didn't know about the series before.
And they at least gave MML 3 a chance before pulling the plug, so that had to mean something.

It was never greenlit.
It was supposed to be greenlit after the demo proved it would sell.
They never released the demo. They just cancelled the game outright and blamed the fans for it.
People were clamoring for MMLIII as well. Last I checked, third person shooters haven't fallen from grace, either. These things don't assure anything.
In any case, it'd be cool if a new Darkstalkers was announced in October.

They announced it. That means they were willing to give it a try. If they didn't want to take the risk of it not selling, then why would they announce it in the first place?
And third person shooters have pretty much been replaced as the pet gameplay genre of developers by first person shooters.
Heck, by that logic, Capcom wouldn't make anything and would thus go bankrupt, because everything carries some sort of risk.

Also, they may release stuff that, on the surface, is the same game, but there are various tweaks made to the character balance in every single installment.

I'm a longstanding fan of many of Capcom's titles.
Its easy to see that they aren't exactly that... eager... to take risks.
Point is, there's no substantial evidence that Darkstalkers IV is happening right now. Even f it is, there's not even a guarantee that it'll come out. Let's just wait and see... and pray it has sprites instead of 3D models.
If it ends up using sprites, they should give us the option to choose a certain character's over-recycled older sprite as a joke.

I am completely, utterly, and thoroughly done with Sola Sonica and 2DWell, not saying I'm buying the rumors, but I wouldn't expect a game revealed on, say, Halloween to be released within that fiscal year. In fact, I'd bet on a release much close to spring or summer of the following year.
I saw that. It meant there would be no RELEASES. Announcements are officially "no comment."

Artificial Intelligence is no match for Natural Stupidity.I wouldn't expect Darkstalkers 4 (assuming it's indeed a thing at this point or in the works) to be coming out this year anyway. Capcom is already aware (in the wake of SFxT) that their sales have been dropping somewhat steadily with each fighter being released. And given Ono's zeal for a revival, I'm sure he wouldn't want to push things.

Two things to note:
- Remember Me is getting a separate panel.
- Under the Street Fighter panel (Ono's panel) it says "expect some serious surprises".
Either that's Ono trolling, Tekken X Street Fighter, or Darkstalkers 4.
