Which would mean she hasn't, as far as I can tell, actually done anything that would require a tool, other than carry around the recovering train.
But the lantern is weird. The Ghost Train wasn't her Tool, it was a spirit she "tamed." She might be officially using it as her Tool now, but her color doesn't match perfectly, so it's slower.
