I could make a crack about him having a run-in with a muscle-decreasing Stand spirit, but I think it's more likely a combination of art style and him only being in middle school. Izzy lives in a dojo and she's not noticeably buff either.

Ollie's also a foot taller than everyone he hangs around, so he's either an early bloomer or a mutant freak.
Johnny I guess gets to have visible arm muscles because he's the buffest kid in school.
Maybe he doesn't ask for the advice he has to buy in with workouts often. Today's just a weird day.

Yeah if I had a friend who made me do exercises before they would answer a question I certainly wouldn't ask them very many.
It could also be that he doesn't know well enough to eat for such exercise. If you're not getting sufficient protein, your muscle is getting cannibalized to keep your body going.
Or he could simply have a slender build. Some people simply don't get "swole".
If Ed was buff besides having a Stand humanoid spirit, he'd be one pose away from being the most anime character.

I'm fairly certain the reason Muse makes him exercise is so that he can further the Jojo reference by being built like a truck.
