I forget what episode it is, but this internet cartoon series called "Wacky Game Jokez 4 Kidz" calls out both F03 and MSG 4 on this bullshit.

One of the camera crew asks Mickey why he hates games, and he goes to a TV and puts in a video of MGS saying "War has changed" followed by a vid of the "FO 3 War Never Changes" and he calls it "empty philosophical bullshit". I can't watch Youtube, so you're on your own trying to find it, but it was one of the later episodes and they only make like 12 or so...

It would be hilarious if in DNF Duke gets asked what he feels the future of war will be and he'll say "Hmmm. War might change, might not. 'Could go either way".

The MGS version actually is very similar to the situation in Nineteen Eighty Four.

Anyway, both are wrong. War has changed; the evolution of deterrence is a great example of that. However, war will never become the "well-oiled machine" of Metal Gear Solid 4, because war is a chaotic, vicious, ugly thing. Trying to control it for a sustained period of time is just asking for trouble.

I can only go on experience of who listened to what in my school, and when it comes to GWAR it was the jocks.

Well historically, war has changed. Many times. First it boils down to who out numbers who and who has the worst diseases. If immunity and stability develop it becomes about who has the better tactics. As technology and tacticians become universal it becomes about who can out endure the other. The only thing that doesn't change is that people die.
