I applaud those. I'd also love to see a banner on pages that have been redlinked but still exist, explaining that they are redlinked because we don't want people using them in articles.
That said, this sounds more like a Tech Wish List item, so I'll report it to be moved to the proper forum.

Also, even The Other Wiki, which has a massive hard on for banners, does not put a banner for locked articles. Heck, no wiki I know off does that.

Maybe it would cut down on people asking why some pages are locked.
Besides, clicking the lock button takes you to the Locked Pages page.

No other wiki locks blank pages, either. A blank page that is locked just looks weird. And having the lock button be a link is not what people expect. If the information were right in front of them, they'd be more likely to see it rather than ask questions.
As for explaining why a non-blank article is locked: well, we have a lot more fully locked pages than any other wiki. And, even then, most wikis will at least explain themselves on the discussion pages. The last thing people expect is for clicking on the lock itself to tell them why the page is locked.
Throw in that the 18-almost-identical-button layout does not make it easy to remember where the Edit button is (meaning noobs have spent a bit of time looking for it before realizing that it's been replaced by a lock), and it's no wonder that people act a bit upset when they finally ask.

If your first venture onto the site before learning editing conventions has you hammering at a locked article, then it's likely a good thing that the article has been locked.

Is factually inaccurate and technically lying to anyone who reads it. This text needs to reflect that not only is there no page named whatever, but there is not going to be one either.
Although I don't think a banner is the right way to give the correct info.
On reviewing the permanent red link club, I note several blue links, some pages with a cut reason instead of the above text, and several disambiguation pages that have both texts.

Right now, when you visit a Permanent Red Link (most of them, anyway), you see the message to click the edit button to start the page, and that it's not been indexed, and a lock where the edit button would be. If it's just locked, then you usually just see the lock, but no sort of banner. Seems kinda silly. How about banners for each?
Locked Page: "This page has been locked due to (insert Reason x). See the list of Locked Pages for a more detailed explanation."
Permanent Red Link: "Due to abuse or the potential for it, this article has been permanently blocked from being created or edited. Please refer to the Permanent Red Link Club for a more detailed explanation. Attempts to subvert this process such as re-creating the page under an alternate title may result in your account being blocked."
