If you ask me, less, but yeah I guess you could say that.
Shattered Crystal is a 2.5D platformer for the most part. There are some "racetrack" stages, just like in Rise of Lyric, though they seem much simpler.
And the platforming stages seem a lot slower paced than even the retro titles.
And you can't walk in water, but Super Drowning Skills are averted with characters losing rings and hastily leaping out of water instead.
It has some things that slightly bother me, but nothing really major, like Tails' inability to fly (instead he can use updrafts to get on high ground) and I haven't seen Knuckles glide at all. (though him doing that with his new physique would look weird)
Though Rise of Lyric might actually have some of the characters signature abilities more intact, atleast judging from the trailers.

Its weird, but it looks like it could work.
It would make even less since since his bigger body takes away more space for his Dreads to catch the air.

In the games, Robotnik is the only human of note apparently.
