Because it lets us mere humans dream of being something more. We are a very boring, very, very dull species who needs a machine to do anything for us. Inside, we resent this fact, and so we dream of having powers, thus becoming...more than human. Though we talk badly of Eugenics, that was an underlying goal: transcending the limits of these fleshy blood bags, doing something without a machine.

I may not ever get superpowers, but if I live long enough there is a good chance I'll end up a cyborg *.
Humans always wants more. Before there were any aeroplanes, people have legends about having wings and fly. That is impossible but then we build machine to fly. We couldn't have x-ray vision, but we are perfecting a machine to do it, and by all means I believe that was at least partly inspired by comic book heroes.
If a chicken crosses the road and nobody else is around to see it, does the road move beneath the chicken instead?It's an interesting question. That's why we ask.
Besides, *some* superpowers are plausible...
Not only that, but technology is coming a long way. Certain abilities relating to intelligence and strength, for example, may very well be achieved.
There are also powers that are skill based.
