Well- let me explain it like this...
On Earth, there was a time... I think by one of the most widely used calendars of their history- it was the 16th or 17th Century, and some time before that...
Witchcraft was considered a crime. It was- harmful, and a sign that you were in league with "evil forces."
Malificarum is how they termed it. A Witch Hunt is essentially what it sounds like... people in a village accusing masses of others of Witchcraft, hunting them down as it were, and persecuting them. Burning at a pyre was a rare occurrence, but most of them were hung. Lynched even, in some of the worst cases where trials weren't even involved.
The sad thing is that innocents who aren't magicians are often swept up in them as well...
A dreadful occurrence, barbarous and wretched.

Bengt stirs them up a little... Or an authority figure.
It doesn't help that magicians are often distant or on the fringes in my world.
It's a lot easier to rile someone against an "outsider" than it is their own. And Bengt takes full advantage of that, as well as rightfully saying to a government that a magician has the potential to up-end the government without needing access to any weaponry, be it sword or gun.
