You're right, but when I was there I did find it rather suspicious. The Gastly Line inhabiting the place didn't help either.

There's no h in Gastly

From my experience, I've deduced that Gastly and their evolutions are apparitions that originally hail from the Distortion World. I have yet to find any evidence of this, though.

Considering the world we live in, anything's possible.

To make it easier to climb I'm guessing.

Still, it's an upward slope, so I guess the stairs were installed to make it easier for the beginners to climb up.

Oh, that song? I do believe that's the Deity Summoner hymn, page 145 in the current edition of the hymnbook. There are no real lyrics to it, but it is a song meant to re-enact what would happen if one of the dieties came to our plane of reality to do something important. Legend has it the hymn was once used to summon them in times of old, speculated to have been written by the Muse herself, whoever she is.
