From what I understand, they use some sort of machine to bend wild Pokemon to their wills.

From what I know, those gauntlets on their arms can also capture Pokemon. I have no idea where those Pokemon go, though. But like Tagg said they can control Pokemon with them too...

Well, Raikou's a legendary. And most people go after legendaries because they want power, which legendaries tend to have a lot of.
So yeah, they must want Raikou so they can take over the world or something.
