Well, one engine I can point you towards would be the Unreal Development Kit which is for the Unreal Engine 3.

I think if Trope-tan is to be the star of a video game, it should be as "game-like" as possible. Regenerating health, boss fights, Gameplay and Story Segregation, and so on.

You could use the Unity 3D engine. Fairly easy-to-learn, the basic version is free, and it was used to make this.

The new It Just Bugs Me!How about using Kirby's style of the hit drop and health bar from Kirby Super Star combined with mutually exclusive powerups that get dropped after a single hit?
Alternatively, a platform game that has minimal to no combat whatsoever, relying on evading danger?
A platform game where trope tan has been given cement shoes and dropped in the middle of the ocean, meaning you must complete the game on a time limit as she holds her breath and trudges her way back to land? The perpetrators are moral guardians who mistook her for Wikipedia's mascot, or alternatively stop having fun guys sick of people linking to Tv tropes instead of just explaining what they mean on other sites.
Unexpected genre changes?
Modified Ura-nage, Torture RackAn underwater escort mission where both Trope-tan and the escort have one hitpoint and a hitbox that takes up a quarter of the screen, no weapons, and if she goes up too far, she gets the bends, and if she goes down too far, she gets crushed, and her only enemies consist of sharks with homing missiles and lasers.
Seriously though, you should be more worried about whether you have the time and willingness to see things through and not give up after a month. And the people willing to do artwork, music and coding.

Stuff: Engine: EPEV 4 for GM 7 or GM 8. No voice acting or cutscenes, and no bosses (it's hard to make bosses in GM 7).
