The Watcher truly epitomizes the trope. I think there are better panels for him, though. He's always nattering on about how even given his nigh-unlimited power, he doth be powerless to interfere, and such.

Jet-a-Reeno!Linkara went into a pretty good rant over one of his recent comic book reviews that involved the Watcher and Spider Man... mostly about how super powerful he is and how he has to remind everyone every 5 seconds that he can't get involved with anything... The other being that the Watcher quite blatantly gets involved by interfering with Spider Man by giving him a MacGuffin device.
I'd say he's the best example to use. Now just to find a suitable picture where he's monologuing about how powerful he is.
