The large majority of poison types are bees, scorpions, mandrakes, toadstools and frogs-bio toxins. Yet there are a few poison types like Weezing, Trubbish and Muk, who are industrial toxins. Ice and Water, Rock and Ground, Fire and Dragon, are good enough to be separate types then why force too things obviously not alike together? Plant and fungus are both grass too but that's splitting off pollution from poison has more obvious balance fixes.
Pollution beats dragon, water and grass, resists steel, bug and fighting while hitting them all for neutral damage. Pollution is resisted by psychic and ghost and ground, beaten by ground, psychic and dragon. Poison will no longer be weak to ground but also no longer strong against grass. There will be a second new type, just like in Gold and Silver and it will be weak to both grass and poison, and maybe strong against psychic since it just got a new target to hit.
The other new type? Light, demons, daemons, devi, manna, dark matter, prokaryotes, viruses, chakra, Fair Folk or whatever else Pokemon doesn't have yet. Pollution would bring whole new things to Pokemon though, radiation and atomic power! Arceus's judgment causing nuclear winter! Psychics would retroactively be used to handle those hazards. Also, toxic metals like lead and mercury could be made when they cross over with steel.

The bird type would replace normal on all the bird-based normal/flying types and flying on all the ones with other dual types (like Natu), except Doduo and Dodrio, who would be pure bird because seriously.

We already have trash bags, sludge and floating naval mines? Why not bring in lead poisoning, reactor meltdowns, oil spills, acid rain and all that?
I suppose more grass and poison types mold breaker or stats totals 580, come up with "Dragon Proof" and "Bullet Punch Proof" abilities to slow down Salamence and Scizor would make a little dent in the meta game but there hasn't been a type overhaul since Gold and Silver and if vague things like "Dark" and "Dragon" can be types, what would stop anything else from being a type?

New type that can take advantage of hail the way Rock, Ground and Steel handle sandstorm. New types that are help old underdogs bring the current leaders down a peg, that's exactly what Gold and Silver did. The 3DS is a great excuse to shake things up.

Imbalance is only going to helped so much by new moves, abilities or higher stats when the types themselves are kind of lacking. Grass can still be viable as a support type despite all the X4 resistances it has to deal with thanks to some good moves but moves work against it too. On paper it resists electric, in practice every electric type knows signal beam or a fire type move, switch at your own risk. Now it has to deal with immunities, they switch in on you easy.
Hail will cripple most teams, especially if its comes from snow warning. By contrast, Sandstorm teams are both very easy to make and very common. Everything with sandstream is overused. Maybe Gamefreak doesn't want balance but if they did want to balance things, some Grand Father Clauses have to go.
Maybe Ice Should resist dragon? Maybe Steel should move from sandstorm to hail, or maybe a new type could resist dragon and take hail. The latter is more interesting as would take more time to get used to and open up more possibilities for new monsters and moves.
Modified Ura-nage, Torture RackOr how about we fix the existing types before we add new ones? new ones? Seriously, give ice another resistance or two and give it a boost from Hail like Sandstorm's special-defense boost. We don't need any new types at all.
Another possibility that the fandom would probably explode in anger over would be to rewrite the type chart completely.
However while it could be more balanced, I can already see a lot fans saying Ruined Forever.

I'm having to learn to pay the priceYeah, it's kinda this weird threeway mix between "bird" (all those bird Pokemon, Peck, etc), "it has wings" (all those other winged Pokemon that aren't birds, Wing attack, etc) and the wind element (Pokemon like Drifblim and Hoppip, moves like Whirlwind etc).
And what's up with the lack of pure flying types, anyway?

Perhaps Gamefreak saw to limit the amount of Pokemon who would resist them. Normal/Flying was already there in the first game so they kept it up so there wouldn't be a whole bunch of monsters you would willingly switch into an Aurasphere.
