I loved Final Fantasy Tactics Advance, 1 and 2. Ludo there, and Marche, even if people were all bitter on his "Destroy this false fantasy world!" mission.

Not exactly. Every 3rd party thing depends on what Square is willing to allow. It still costs something to get that licensing. It's not free whatsoever.
That's why there were 2 costumes, 2 pieces of music, 3 Trophies(if I counted the trophy part right, that one I can't remember perfectly) and 1 character with very few unique alts. You have to remember that Sakurai can only do what they allow, which is why the costumes for many 3rd party characters are really freaking awful. He doesn't get much say. He doesn't own the character, after all.
Nothing is that simple.

considering the fact that he had the ballot in mind while doing this and Cloud was released before Bayo, the ballot winner, it isn't much of a reach to say Cloud was rushed if you consider everything else
