Write-up:
Darkness. The blood-red moon staring down from the empty skies above. The delicate beauty of a young girl, corrupted with the soul of a devil. A vampire.
Vampires look back at a long tradition of romanticized portrayals, describing them as people of wealth and taste, with the charisma to induce petrifying fear in any man, and to seduce any woman into following him wherever he goes. Combining this vampirism with the tried and true horror image of the little killer girl, Remilia should be the most terrifying blight upon the lands of Gensokyo, but she appears to be more interested in the "wealth and taste and charisma" portion than anything else.
A blood-red mansion with a massive clocktower looming over it before the full moon, bats, perhaps some werewolves, and the galas, oh, the galas! All the trappings of a true, elegant noblewoman's domain, as one would expect of the greatest vampiress of our time! Now, there might be some who say that it's not just Remilia's body that is child-like, and that she is about as elegant as a little girl playing dress-up in an oversized doll house, but certainly those are rumors that only a doodyhead would believe.
Whatever one might think of Remilia's wealth and taste, it's certain that she is not the most murderous "devil" the world has seen, being such a light eater that she seems unable to even turn a single human. To doubt her power, however, or her ability and willingness to use shady means to accomplish her goals, would be foolish. Her most prominent servant is one of the most exceptionally powerful beings known, after all. To be the master of someone like that... At the very least, she must be pretty charismatic.

Is she still the same spoiled little brat she was when she was turned? Is she really the wisest member of the SDM behind Obfuscating Stupidity? Are they all acts? Does she change her personality based on the weather?

Remilia is a pretty interesting character, at least in my opinion. She wants to be a Dracula-type villain: stylish and noble, yet also cruel and menacing. Yet, despite her efforts, she only gets the "stylish and noble", and doesn't really get the "evil" down. She is too light a eater to turn anyone and the worst she's done is...spread a red mist around so that she can go outside? Work with Sakuya solve the incident in Imperishable Night? Want to go to space? I think eventually she stops trying with the whole "villain" angle and decides she should play up the "noble" part.
I do, however, like to think she is a very good schemer, even if her schemes aren't exactly super villain material, which I attribute to her lack of ambition. She is already the mighty head of House Scarlet, and already has her chosen servants under her control. She seems content with that. (Yes, I just said that a spoiled brat type character has a lack of ambition and is actually content with her position. What of it?)
