Is This Character Too Unlikeable?

I won't go into too much detail about the plot or setting, but the protagonist (Eddie) is stuck in another world, where he's assigned to a team with two others (Penny and Forge). In this world, everyone is born with a weapon that's bonded with their "soul". They can change it's shape, but not it's mass or power.

Penny's step-brother, Otto, was born with a BFS and has had an extremely easy and successful life. Penny, on the other hand, has worked her butt off and hasn't achieved nearly as much fame or recognition. So when she meets Eddie, who's also won the Superpower Lottery, she decides that she's worked hard enough to cheat a little.

See, Eddie wants very badly to get home, so Penny convinces him that them becoming Squad of the Year will enable him to do so. Much later, when he finds out, he gets pissed and helps the antagonist out at her expense. He later forgives her and changes his mind, but...would he? And would it piss off a reader if he did?

From what I read the character seems plenty likeable. Depending on how you have the characters accomplish the deed and the morality of the story (black and white or Grey on Grey) it might make for a Faceā€“Heel Turn or Moral Event Horizon, but I'd still be reading/watching/whatever.

To clarify, I'm talking about Penny, but now that I think about it Eddie's portrayal is equally important.

I'd also appreciate some help with how exactly the villain & Eddie's actions are "at her expense". He helps the guy in his plan to destroy "the source" (where monsters native to the planet are created), but that only affects another character that betrayed him.
