Cell is purely biological. #17 and #18 just act as triggers for his transformation somehow. As he shows when he comes back his body can remember his stronger forms without them.
Multiverse treats #17 and #18 as particularly mechanical unlike canon which ended up going with them being almost entirely organic aside from the bombs, but presumably the same is not true of Cell.

Of course, that entire mistranslation doesn't exist in French. It doesn't change that at the time multiverse was made a lot of people thought they had major mechanical components, and that's what the comic has been going with.

Not really a mistranslation when the Japanese term - jinzouningen - doesn't typically refer to cyborgs.
The French version is the actual mistranslation. It refers to the fully mechanical models like 16 and 19 as cyborgs.
It's an Artifact Name. The Red Ribbon Army had at least eight Androids in its heyday, and they were fully mechanical. Then the Army fell and Gero kept making them, continuing the naming convention. Along the way, some, but not all, Androids became biomechanical. He just didn't want to go with Android 16, Cyborg 1 (AKA 17), Cyborg 2 (AKA 18), Cyborg 3 (AKA Gero), Android 17 (AKA 20).

Confused on a few levels. On one level, how did she hurt Yamcha? He's not a ki powered fighter, there's no "he wasn't ready for the hit" argument. As Androids, they're as strong as they are.

They could always just say "Cell's numbers are just so big u gaiz" and have him power level his way out of it, just like DB Super did. But it was a weak explanation there, and it would be a weak explanation here too.
