OK, I will probably find that one hilarious once I have goggled half of the words it uses. I hate when this comic makes me feel ignorant.
Whatever your favourite work is, there is a Vocal Minority that considers it the Worst. Whatever. Ever!.Yeah, I've got absolutely no idea what this one means.
Well, it involved goodgling googling three different terms ("instant runoff" was the only one I was familiar with), but now I'm more informed, and I was interested in electoral reform anyway.
In my opinion, instant runoff is a good system. It allows for a wide variety of options without the danger of similar candidates splitting the vote.

Arrow's Impossibility Theorem:
"In social choice theory, Arrow's impossibility theorem, the general possibility theorem or Arrow's paradox is an impossibility theorem stating that when voters have three or more distinct alternatives (options), no ranked voting electoral system can convert the ranked preferences of individuals into a community-wide (complete and transitive) ranking while also meeting a pre-specified set of criteria: unrestricted domain, non-dictatorship, Pareto efficiency, and independence of irrelevant alternatives."
Basically, no perfect voting system exists. Or, AKA, "We have identified four traits of a desirable voting system- pick three (or less)."
Does that apply to a mixed proportional system?
All theoretically possible ranking systems.

New Zealand uses a form of proportional voting with one vote for a local representative (basic plurality) and another vote for the governing party. There's no ranked ballot so I dont see how that would apply

All voting systems are a method of allowing voters to rank order candidates according to their first choice, regardless of whether they rank the rest of the candidates or not (remember, these are academic scholars. They define things a little more abstractly than the rest of us do). The point being made here is that there is no way to do this that satisfies all of the criteria.
This is a mathematical/logical theorem. It's talking about voting in an extremely abstract sense, ie: a method of sorting lists by multiple people's preferences.
