Sam gets transformed into a male, if anyone.
EDIT: I mean, I know he is, but what I actually mean in context here should be evident.

Mostly does better things now. Key word mostly. Writes things, but you'll never find them. Or you can ask.(I do like the "living anti-magic" idea, however.)
I can do you one better.
Tedd's mother is Vaarsuvius.
Do not ask how this works.
Expergiscēre cras, medior quam hodie. (Awaken tomorrow, better than today.)I'm pretty convinced this glow is like the others, but for admittedly meta reasons.
In the blurb under the comic, Shive links a bunch of past instances of Tedd glowing, as if to say, "Hey, remember all the other times he's done this?" At the same time, however, this instance is more prominent than those; those never really amounted to much, he just glowed during emotional moments. Like, for the first time, his glow is being used for its intended purpose rather than just unconsciously misfiring.
I think we're about to find out WHY he glows, via finally finding out what the glow is supposed to do in the first place.

Hmm... But Shive also links to Tedd using his glasses, and to Luke using his perception, including the "blinding Tedd" incident...
You do make a good point, however, and may well be correct; I'm now less confident of my interpretation, but not entirely convinced that it's not correct.
My Games & WritingWhile I like the anti-magic Tedd theory, there are unfortunately two problems: 1) The high amount of ambient magic around Moperville. In a place like this, he would drain the whole surrounding area, and those watches wouldn't work. 2) Pandora's interest in him. I'd doubt she'd like an anti magic guy.
@Totemic Hero: The problem with this theory is that Tedd's mother is presumed to be a redhead.

Creed of the Happy Pessimist:Always expect the worst. Then, when it happens, it was only what you expected. All else is a happy surprise. The hell he just say?
(V)(;,,;)(V)I think he's saying that he's become a living version of his raygun. But don't take it to the bank.
Trump delenda estSo he became a weak version of Ellen?
(V)(;,,;)(V)And it seems like he's got some sort of Peter-Parker-ish intuitive understanding of transformation (referring, of course, to the retcon of how Parker was able to build the webshooters based on his spider-spirit giving him instant understanding of adhesives). You know, I could see him going into a funk over this. How many years has he been struggling to unlock the secrets of transformation? And now some sort of magic mark means he gets all of the answers absolutely for free, no more effort?
Dan answered a question wit a lot of the same magi-babble on Tumblr recently.
To my understanding, which is honestly shaky as hell, Tedd can change his default form from male to female with this spell, as well as enchant other people. So he can actually switch his biological sex, instead of giving himself a temporary female form. I think. So by that token, if she was given a male form with the TF gun, she'd be able to disenchant herself back to being female.
That's just what I think he's saying - I don't know if my analysis is right or not. Take my words with a handful of salt - I think this is what this means, but I'm still pretty confused about it all.

Come sail your ships around me, and burn your bridges down. No, he can turn people into guys, too, Geth. "With a little extra flare" in any case, but he has to touch them at the time. I don't know, his long rant there was easy enough to follow for me.
Also, something that was (allegedly) foreshadowed since '06 just got put on center stage, plotwise, so uh. Tedd seems to be at the wheel of the plot car now.
Mostly does better things now. Key word mostly. Writes things, but you'll never find them. Or you can ask.Not a weaker version of Ellen - Ellen can only turn people into female variant 5. Tedd apparently can do either gender, and on a range of masculinity or femininity. Also, he has a touch spell, while Ellen has a ray.
So I was wrong about what gender Tedd currently was, but to my credit, did he always have those hips in male form?
Also, I'm really glad Grace in the second-to-last panel had the same reaction I did.
Reminder: Offscreen Villainy does not count towards Complete Monster.Let's sing the exposition song! Ex po sition ex po sition~
Shive is really pushing this "Tedd is genderfluid!" thing as hard as he possibly can, isn't he?
In any case, we now know exactly what his mark does: it allows him to be whatever gender he wants to be at any given time. So, yes, it is exactly like the TF Gun, because the distinction between "permanent" transformation and temporary enchantment is largely nonexistent. Whee, he can transform without it wearing off in a month, like he's ever going to wear a form for longer than a day anyway.

My Tumblr. Currently liveblogging Haruhi Suzumiya and revisiting Danganronpa V3.Yeah, reading the power description it felt like "Wow, Shive basically wrote this form of magic explicitly to prove that yes Tedd is Gender Fluid no matter what the skeptics say."
Remember how a lot of people were like "Well, maybe Tedd's gender fluid but I just don't trust Shive to handle it with dignity and grace?"
Put another way (again, as I understand it), the "Tedd but female" form that we just saw wasn't an enchantment: his base form had been changed. The "twin-tails cute form", however, was an enchantment applied over that base, female form.
On another topic, I'm very curious to know what it is that Tedd is referring to in that last panel... (Alas, the rant indicates that we're not likely to find out on the next page.) It does look as though Tobias was right about the relevance of the previous instances of Tedd glowing, but it also looks as though some analytical ability is indeed involved—although my guess that contact lenses are involved may well be incorrect.
Perhaps Tedd has some sort of innate ability to analyse magic? If so, perhaps it's connected to his otherwise magically-inert status?
My Games & WritingYeah, Ars, that's how I understand it too. I was just responding to the "so he's a weaker Ellen" comment.
Mostly does better things now. Key word mostly. Writes things, but you'll never find them. Or you can ask.Now that you mention it, I bet that is what the glow is about. Tedd's glow usually accompanies a revelation or sudden discovery. It probably is some analytical ability.
