  • Complete Monster: Here are the worst criminals PCPD officers Reena Saffron and "Maniac" Madison Wynter have faced.
    • "Nightmare Island": Daedin Alacore is the chairman of Alacore Industries, and the one responsible for the degradation of Volkan Island. Having secured a deal with a company to supply them with non-human Super Soldiers, Alacore took advantage of the deranged Dr. Beverly Hastings's plans to create the perfect marine-human hybrid by assisting her with her plans of world domination in return for her formula. Hastings would go on to kill dozens of people to test out her newest creation, with Alacore even ordering her to kill the scientists on the island to cover up loose ends. Once Alacore acquires the formula, he sends out the ninja Kijo to take out Hastings and her Subject 37 creature, feeling that they've outlived their usefulness.
    • "Fantasy Funland": "Miss Bliss" is an elusive criminal on the ShadowNet who makes a living offering her services to others through the Black Market. Having engaged in crimes like drug trafficking and selling hazardous sex androids in the past, Bliss offers her services to struggling Fantasy Funland owner Dalton Trayer, establishing a human trafficking operation underneath the park to sell young women's organs for money. In her spare time, Bliss engages in torturing women until they break, gaining an immense amount of pleasure from it. Having captured Madison to be tortured for information, Bliss decides to keep her as her own personal pet, before attempting to kill Reena once she escapes and frees her stock.
    • Drezz Vargo is a twisted Pyromaniac with a mile-long rap sheet of arson and destruction. Vargo offered his services to those on the ShadowNet, such as supplying Mr. Jack with enough explosives to destroy six city blocks, anticipating the amount of death that would've ensued. After faking his death to ward off the police, Vargo decided to work for scam artist Len Fyzer on his plan to destroy unoccupied NewGen factories. Trapping Reena and Madison in a factory, Vargo reveals that he implanted an explosive that will destroy an entire city block, laughing as he leaves them to die. After getting fed up with Fyzer's conscience, Vargo tries to have him, Reena, and Madison killed in a collapsing warehouse with plans to murder NewGen's boss Tyrone afterwards.
    • Pallad City Stories' "Shot in the Dark": Johnny Edge is a hedonistic gangster known as "the most depraved man in Pallad City". Once a struggling street thug, Edge would later become one of the top suppliers of the pleasure drug Euphoria. Using his newfound wealth to indulge in his own sadism, Edge lures women to his penthouse and turns them into Euphoria-addicted sex slaves, uncaring when one of them dies from Euphoria overdose. Edge also collects body parts from his slaves and bodyguards who he thinks might betray him, displaying them as twisted trophies for all to see.

      • Vol. 2: Beneath These Streets: Dr. Harlan Melchor was once the head of Valcott University's Engineering Science Department, before getting blacklisted for desiring to sell his machines as military weapons. Faking his death and hiding out underground, Melchor plans to finish the Harmonic Resonator, which will create an earthquake big enough to destroy all of Pallad City and kill millions, even torturing a kidnapped Reena Saffron with vibrations in order to activate the machine with her screams.
      • Vol. 3: The Unhappiest Place on Earth:
      • "Miss Bliss" is a sadist out to dominate others. Working with Fantasy Funland owner Dalton Trayer to secure funding for his theme park, Bliss establishes a human trafficking operation underneath the park, kidnapping young girls to be eventually sold as sex slaves. Bliss also tortures women for sexual pleasure, doing so to Madison Wynter with hopes of mentally breaking her to the point of becoming her latest pet.
      • Sven is Bliss's perverted henchman. Assisting Bliss in securing the right women for her sex trafficking operation, Sven decides to have some fun once Bliss is away by attempting to rape the women under their captivity as a way to test the merchandise before selling them, with the implication that this isn't his first time.

    • "The All Hallows' Thieves": "Mr. Jack", real name Symon Ghast, is a costumed criminal who plots to expose Mayor Neville's corruption to the people of Pallad City. Previously trapped in the Skyline Industries warehouse after Neville had it set on fire for the insurance money, Jack sought revenge after the pumpkin mask he was wearing fused with his flesh and ruined his life. Taking Neville, Madison, and Reena hostage, Jack has the city's skyscraper pumpkin mascot armed with explosives that will kill everybody celebrating the Halloween parade unless he receives $500 million. Though caught, Jack was still able to expose Neville's crimes to the PCPD.
    • "Nightmare Island": The cybernetic ninja Kijo is hired by Daedin Alacore to take out Dr. Beverly Hastings and her Subject 37 monster. Rightfully confident in her abilities, Kijo easily defeats the seemingly invulnerable Subject 37 and rescues Madison. Fighting off the mutated Dr. Hastings, Kijo allows Madison and Reena to freeze Hastings in place, only for Kijo to shatter her to pieces before they could arrest her. Her assignment complete, Kijo makes a simple getaway through a cloud of smoke before Madison or Reena could take her in.
    • "Integral Interval": Satori Riven was a skilled combat android working for Death Widow, Inc. who greatly impacted the young Madison Wynter during her days as a mercenary. With her tactical mind and skills on the battlefield netting her a 98% success rate, Riven teams up with Madison to wipe out a rival group of mercenaries holding the city of Rahjeen hostage. Stealthily taking out a soldier to save Madison's life, even though Riven is okay with letting some innocent hostages die, she still allows Madison to save them out of respect for her. But when a series of sudden airstrikes occur, Riven sacrifices herself to save Madison, imparting her with words that would stick with her for many years to come.
    • Audio Drama's "A Crooked Case?! Protect the Criminal!": Lynn Dradio, head of the Dradio Crime Organization, uses her vast wealth and army of lawyers to get away with whatever crime she wants, from money laundering, to murder. After the thief Lance Traft steals her treasure, Dradio locates his hideouts and burns them down after retrieving her riches. With the mythical Dromore Egg all that’s left, Dradio intercepts Traft in his secret hideout, ordering Traft to be slowly tortured to death after finding the Egg. With the Egg actually being a replica meant to hide a microdata drive detailing her criminal activities, Dradio is eventually arrested, but nevertheless assured that she will avoid imprisonment with the help of her lawyers.
    • The White Wraith: Etricia Fantos, the "White Wraith" herself, is a famous thief best known for her determination, expertise in stealing, and willingness to persist when things go awry. Having stolen a camouflage suit from Syren Industries years prior, Fantos would make a living stealing from numerous criminals and syndicates, evading the police every time. Having also gotten out of a mob war her cowardly tech handler Farah Crest landed her in, Fantos is later hired by Farah to steal snow diamonds from the Red Wolf’s NANDA cargo ship. Acquiring the hidden diamonds, Fantos is able to evade the intruding Omega Cult and take advantage of the crumbling ship to escape, stopping the Cult’s dastardly plans in the process. Supposedly losing the diamonds in the ruckus and disappointing Farah, Fantos is revealed to have kept one diamond for herself, marking the heist a true success.
