Because it was being used by the previous planetary rulers to flee with the official Treasury so they could set up a Government in Exile. The System is not interested in how Blake got hold of the Liberator, but the location of this potential source of resistance.
  • When the protagonists first come into possession of the Liberator, Zen tells them they must work out how to control the ship themselves instead of just explaining everything; perhaps because Zen had seen the consequences of people becoming too dependent on machines?
