Instead, The Elder betrays the deal and sets up a despotic regime, using his new godhood to create the Ascended as his top lieutenants in oppressing all of humanity, until one Ascended betrays and kills the rest. As the tide turns against The Elder, he encourages his followers to be brutal overlords who try to take their enemies down with them, until eventually only he remains.
