Daphne's uncle's beach resort is being haunted by a monster made of water stealing jewelry from the guests, and the gang is invited out to investigate. In the meantime, Fred is attempting to get over his obsession with traps and nets and Scooby falls head over heels for the dog of another guest.

Tropes:

  • Always Need What You Gave Up: Fred starts the vacation trying to break his fascination with nets. Then Velma realizes they need one to capture the monster, after Fred has spent the entire film trying to avoid nets and Daphne has had her uncle hide them so he can relax.
  • Cold Turkeys Are Everywhere: Fred can't go anywhere without being reminded of the nets he's trying to put behind him. In the space of twenty seconds, he sees a variety of net decorations, followed by Daphne's uncle talking about the internet, the state of their net worth, and the TV crew the network is sending. Then the receptionist introduces herself as Annette.
  • Companion Cube: While upset that Scooby is ignoring him, Shaggy builds a sand "Scooby" and acts as though it's the real thing.
  • Covers Always Lie: The cover depicts the gang on the beach in swimwear. Although a beach is the setting, all of them are only in their regular clothes all throughout.
  • Did Not Think This Through: As the monster closes in on the terrified Shaggy and Shauna, Fred, Daphne, and Velma run up with torches, yelling at it to go away. Then Fred points out that fire might not have been the best choice to fight a water monster, seconds before the monster easily douses the torches. Daphne admits that they didn't think carefully about that one.
  • Does This Remind You of Anything?: Fred's fascination with nets is played as an addiction. The rest of the gang comes over to do an intervention, Fred (initially) denies that he has a problem, and they go to the resort to "detox" him. While there, Fred has constant problems with the environment shoving nets in his face as he attempts to resist.
  • Everyone Is a Suspect: Daphne's uncle Sandy (apparently just to Troll the gang) points out that he himself is a strong suspect due to how much insurance money he'll get if the monster closes the resort.
  • Fanservice Extra: Several of the background women in swimsuits and bikinis.
  • Friend Versus Lover: Shaggy feels extremely jealous of Scooby mooning over Shauna, because it means he has no spare time to hang out with him. However, when Shauna trips during one of the monster attacks, Shaggy still goes back to save her. Scooby ultimately apologizes to his friend for ignoring him.
  • Leg Focus:
    • Kiki spends a majority of the special in a skirt that shows off her legs.
    • Annette gets a lively shot of her fishnet stocking-clad legs at one point.
  • Ms. Fanservice: The character Kiki spends the whole special wearing a skimpy bikini top and a long slit skirt.
  • O.O.C. Is Serious Business: Shaggy is horrified to see Scooby giving away Scooby snacks to Shauna, the dog he has a crush on.
  • "Psycho" Strings: The movie underscores Fred's problem every time he sees a net with sharp music.
  • Serial Killings, Specific Target: A non-murder version. The husband of Shauna's owner sold his wife's prized diamond necklace when his company was going through trouble and (wrongly) believes she'll leave him if the truth comes out, so he decides to steal her necklace back before she finds it gone, and to steal the other jewelry just to disguise the theft.
  • Stocking Filler: Fred is dismayed to find Annette the receptionist wears fishnet stockings, which he gets a good view of when she comes over to check on him after he falls on his face.
