Wally is a demon in disguise.

• Might be jossed considering this is based on old/outdated information, but concept art for the series had Wally strike the exact pose as Baphomet.
• However... one of the canonical pieces of artwork featured on the website features Wally dressed as a Big Red Devil...

Wally knows a lot more than he lets on.

• Think about it. While the other characters are very expressive, Wally is a flat character. Maybe that persona of his is only a façade, as he talks rather emotionlessly in the audio clip.
• Conversely...

The residents are all controlled by Home.

• This is based on an image of Wally staring at the viewer and telling them to stay quiet. From this, I was thinking that everyone is being watched, Wally most of all. As the resident of the house, he might act as an informant to Home, albeit unwillingly.

Wally is not the true villain, but simply a pawn of a Greater-Scope Villain.

• The site intentionally correlates Wally with a lot of the spookier imagery as a Red Herring. Wally occasionally speaks directly to the viewer, but when you really parse what's being said, he never actually threatens or talks down to you when he speaks, only talking in short, terse warnings. Rather, Wally is trying to warn the viewer about something malicious in the website, but it's clear he doesn't fully comprehend it himself, either due to misunderstanding or being a character in a children's show limits his comprehension.
  • The "So Below" jumpscare is certainly unsettling, but one could almost interpret the image as Wally comforting Home, whose eyes are shaking violently as if it's frightened.
  • In the "try again" jumpscare, Wally's eyes are shaking violently as he says:
    Wally: Hello. You're there. I can't see you. Do you see me? Then stay quiet.
  • Wally is actually telling the viewer to stay quiet for fear of being overheard by... something.
  • On the Guestbook, Wally occasionally makes a cute drawing in response to some of the guests' messages, with the name of the .png file being a verbal response to said messages. ^note  When a fan writes, "a shout-out to all other poppy enjoyers of the world<3", Wally's response is a doodle of Poppy titled "ilikepoppytooneighbor.png". Most of Wally's responses are a bit awkwardly written but rather harmless, but the more ominous examples still don't have Wally being outright malicious. It's implied, through Wally's awkward syntax and way of responding, that any of the stranger things he writes could be examples of being Literal-Minded (which would make sense given what he is).
    Jackob: Man, it's been years since I've thought about this show. I genuinely thought I made it up when I was a kid, the memory of it has always been this unreachable itch in the back of my mind. Hopefully, this project will help scratch it a bit.

Wally constantly staring at the audience…

…is him silently begging us for help. Notice that a lot of the moments where he speaks seem to suggest he's in a state of distress, depression, or fear:

• The "try again" jump scare has him demanding that we keep quiet about seeing him like he doesn't want someone to know he's there (or doesn't want them to know he's gained awareness).
• He sounds at best emotionless and at worst depressed while singing "Beautiful Dreamer".

The other puppet characters besides Wally were all formerly human.

They were fans of the show who Wally invited on to be his new friends, before turning them into puppets. The reason "You" are listed as a character on the show is a sign that you're next.

The Playfellow Workshop are some sort of zealous cult calling for new followers.

There are several Biblical references sprinkled throughout the Website (for example, Sally Starlet's backstory is similar to Lucifer's fall to earth; and Wally's appearance is inspired by television evangelists.) Which makes one wonder: what if the Playfellow Workshop's goal was not to educate children about being a good neighbor, but to indoctrinate them? The cult worships a mysterious being that wants everyone to know about it, and so it uses the puppet show to teach children their cult's ideology. Then, perhaps they performed a ritual that failed, causing the crew, and knowledge of the show, to disappear from the public. Now that malevolent being is trying to reach out again, looking for new followers…

• This could explain how the Restoration Team got involved; the being used the envelopes the team received to control them into reviving Welcome Home, so it can once again claim new victims.

The TV interview is where Wally's emotional breakdown first started.

Notice how at the beginning of the interview, Wally sounds a lot more happy and toneful, but as it continues, he gradually becomes monotone and silent, as if he's just realized he's a character in a kid's TV show and is having trouble processing it. Ever since then, he's been trying to communicate with his fans as he became more distant from the other residents of the Neighborhood.

Julie has a one-sided crush on Frank.

She either doesn't realize or doesn't care that he's gay and already in a relationship with Eddie (if she does know, she's probably jealous of the mailman). This is suggested both by her Odd Friendship with Frank (which the latter just sees as platonic), and Frank being cast as the prince in the "Julie-rella" short.

Alternatively, Julie was basically used by the show's writers as a variation of Fake Relationship

• They were counting on how people even these days have a hard time believing that a man and a woman who spend a lot of time together could simply be Just Friends to act as a smoke screen, so they would sometimes throw in what would look like Ship Tease between them to the outside observer. Him being cast as the Prince in Julie-rella was part of that.
• In-universe, the Welcome Home Restoration Project also thinks that Frank and Julie were implied to be a couple from the "Happy Halloween to Boo and Yours" record.

The materials the WHRP and Playfellow Exhibition team have received came directly from Wally.

The substance that the Question-Answerer finds on the material sent by the WHRP is eeriely similar to the black substance found coming out from underneath the door to Home, as well as the black substance that sometimes comes out of Home's eyes. It's very well possible that Wally is sending all the merchandise to the WHRP. But he didn't consider that the substance Home is oozing out could negatively impact the teams, whence why one of the blacklighted notes on the emails says "I am so sorry".

• This would also explain why one of the notes has "Wally Darling" on it in blacklighted ink. It was at the bottom of the page, about where you would usually put a signature.

Wally is going to take control of the puppet at the exhibition.

Wally mentioned that he can see through the eyes of drawings of himself, and the same probably applies to physical versions of his likeness, like the recreated Wally puppet at the Playfellow Exhibition. When he gets into our world, he's going to astral project himself into the puppet and use it as his new body. Don't be surprised if the puppet later disappears, and we get security camera footage of the puppet crawling away by itself.

There are no puppeteers, the characters are just creatures and that's why no actors or performers can be located

This theory was posed in the Night Mind stream and it sounds credible

Julie Joyful was closest to her sister Franny before moving into Home.

While very little is currently known about Julie's siblings, Franny Joyful does seem eerily similar to Frank Frankly in some aspects:

• Both characters are Perpetual Frowners.
• Both character's names start with "Fran".
• Both characters have similar-looking yellow noses.
• Both characters are quite fashionably dresses, even having similar sleeves on their clothes.
• Both characters were known to have serious and grumpy personalites.

The footage of Welcome Home and most people's memory of it was erased by an SCP Foundation-esque agency.

To keep some greater horror from emerging through the show and affecting the real world. But it awakened in the memories of a few people who didn't forget it, and it's starting to claw its way back into reality...

If Frank is involved with the WHRP in any fashion, it's because of what Home did to Eddie.

It's been speculated that the now-missing bugs were Frank's attempt at exposing some of Welcome Home's darker aspect. Since the most recent update has Home subject Eddie to Mind Rape for unknown reasons, and the video ends with Frank being extremely concerned about his husband, it's possible this incident is what got him involved.

Julie will be the next to go insane

If the above theory is true and Frank is now involved with the WHRP, Julie will become concerned about her best friend and start questioning him about what he's doing. Frank will try to hide it from her, but soon, Home exposes its true nature to Julie and she will Go Mad from the Revelation.

Wally in the animations and advertisements is a child

Wally in the animations is smaller, easy to pick up, and is presented things as a viewpoint character- I.E. as someone the target audience is meant to relate to- a child. His stilted speech, his slow nature, while they could be the result of Wally having a disability, they could also just be a very young Wally- acting like a real kid, but speaking with an adult's voice. A child, who doesn't understand wordplay, or even the world built around him. The Wally in the Welcome Home website art, and then some, is presented as an adult who He Is All Grown Up. Barnaby is Wally's surrogate parent, his "little peanut" - yet we were first presented with the adult Wally, who is just as tall as Barnaby. Has Wally grown up? Are we seeing an adult Wally trying to return to his childhood?

Wally is a trans man

To my knowledge, both of Wally's voice actors have been transmasculine. This seems unlikely to be a coincidence, especially since being LGBT is a major theme in the story.
