The White House attack was a False Flag Operation
The launch of the Overnight Conquest came far too quickly to suggest the US wasn't prepared to execute an updated War Plan Red and invade Canada for a long time before the attack actually happened. Given the in-universe speculation that it's all over water, this makes even more sense as a Pretext for War.- Apparently Jossed; in the final issue, the Administrator produces a video of a high-ranking Canadian officer admitting that the Canadians actually did blow up the White House, albeit apparently out of a desperate preemptive strike to prevent such an invasion to begin with. Although he did look pretty beaten up, so this could have just been part of the deception.
