Agent XYZ is Rayman.
Because of the General's appareance in both Tonic Trouble and Rayman 2: The Great Escape, we know that the games take place in the same universe. After assisting Ed, Rayman gets rid of the newspaper and chills out while the credits take place. The General got a court-martial after the end of the game.
The General abandoned Ed and considered him a lost cause in the game's intro (In the PC version at least), but then Ed actually completed his mission with flying colors. Ed was showered with praise by his people, whilst the General was derided for his negligence and stripped of his title. Embittered, the General stole some of his race's military technology and became an arms dealer... One of his customers being Razorbeard.
