Pinkalicious is a Reality Warper.
Which is why the town is dominated by her favorite color, why even "failures" work out in her favor - ex. instead of a Swizzle Sundae, she makes something that everyone hails as even better - and neatly explains the magical/supernatural aspects that everyone seems mildly surprised by at most, like the faeries and the imaginary-but-not unicorn as well as relatively minor things like the magic hair salon and the pink wildlife. Pinkalicious' influence is subconscious, which is why she can still fail to meet her initial goals, but she always unconsciously corrects these failures to ensure that she's never actually disappointed.

Her influence likely only extends to the city limits, but affects those from outside Pinkville so they don't notice anything unusual even after they leave. At least some of the adults know that Pinkalicious is responsible for the town's... odder features, but they pretend not to notice and are doing their best to encourage it: Pinkalicious is, after all, a cheerful child who's turned Pinkville into a Sugar Bowl. An overdose of pink is a small price to pay for near-perfect weather and a total lack of social or economic strife, and it's doubtful that anything really bad happens to anyone within Pinkalicious' orbit. If she can subconsciously rewrite reality to make sure she wins a sandcastle-building contest, I can't imagine she'd stand for someone she knows having cancer or getting in a car accident.

Kendra's family moved to Pinkville within the last year.
Although all the kids are friends and Kendra hangs out with them fairly often, they were surprised to learn that she'd never had a birthday party; if she'd been in town long enough to have had a birthday before the one in "A Birthday Party for Kendra," they would have known that Kendra didn't have parties (and probably would have tried to throw her one earlier). Kendra and her parents are recent transplants to Pinkville, probably from the neighboring or nearby town where the Ravens soccer team comes from: The Ravens have black and gray uniforms and a black namesake/mascot that matches the black and gray clothing and house of Kendra's family, which stands out among the brightly-colored clothes and homes of the other Pinkville residents. The "Soccer Star" book features Kendra as a member of the Ravens, so the cartoon may take place in a slightly different timeline where Kendra's parents move to Pinkville and Kendra plays on the Pinksters soccer team instead.

The Ravens' hometown focuses on math and science the way Pinkville focuses on art and social skills.
Based on the idea that Kendra's family is from that other town, which is visually distinct from Pinkville: Pinkville is brightly colored and its inhabitants are friendly, colorful and emotionally open, with almost everyone being skilled in something artistic like dancing or painting. The other town has a more monochromatic color-scheme and is not quite as "touchy-feely," hence Kendra's Deadpan Snarker attitude in comparison to Pinkalicious' Genki Girl. Kendra's interests include math and board games and she's not a fan of big, noisy parties, so the difference between Pinkville and this as-yet-nameless other town is like the difference between an extrovert and an introvert, or between Joy and Sadness.
