Cruella giving up fur in the series was all a PR move.
The out-of-universe reason for Cruella not going after the puppies (or other animals) for fur was due to Broadcast Standards & Practices finding this too violent for a Saturday morning cartoon. In the episode "The Great Cat Invasion", Cruella outright tells Horace that wearing fur is "too politically incorrect". This seems odd for someone like Cruella to say, but when you think about it, the series takes place right after the events of the movie. So the puppies getting stolen and Cruella being the culprit was still fresh in everyone's mind. She's moving away from fur for now to get the media off her back, make everyone forget the ordeal, and put herself in a more "positive" light. Likely this is why Cruella adopted Scorch, as having her own pet would further drive the image that she loves animals now (of course, she ended up getting attached to Scorch anyway). Eventually not long after the events of the TV series end, she'd relapse and start going after the puppies for a coat again (which could serve as a series-continuity bridge to 102 Dalmatians in the process).
