Victor and Lucy are more than simple Returned.
- The second season finale implies that it was Victor who brought all Returned back to life after wishing for his adoptive father not to die after an accident. Since he already had a Returned-like behaviour when he was adopted by the Lewanskis 35 years prior, and has a plethora of powers up to and including reality warping, he may be some kind of undying, non-aging supernatural being different from "regular" Returned like Camille or Simon.
- Lucy might be a similar entity. Like Victor, she arrives mysteriously in the city one day, she has special powers (in her case, allegedly communicating with the dead), and she takes the place of leader/spokesperson of the Horde and apparently is the only one who has a clear plan for them. The biggest evidence, however, is this: she did die 35 years prior as shown in Morgane's flashback, but she Returned well before the mass resurrection (since she was alive and kicking, working at the Lake Pub since one year prior), so she couldn't have been brough back to life by Victor after Mr Lewanski's accident.
